Smith finished 12th out of 16 runners with a time of 56.70.
The top eight runners advanced to Sunday's final race.
Smith ran in the second heat and finished sixth in her race.
Lashinda Demus posted the top time of 54.41 in the semifinals.
The 8th and final qualifying time was run by Cassandra Tate. She ran her race in 55.77.
