Land in Warren County could be in Front Royal soon.
A developer wants to build over 800 homes and based on the way he's developing, he would need public water and a sewer system.
The county and town are discussing whether they will annex the land from Warren County to Front Royal.
Warren County's attorney Blair Mitchell, said if this happens it would affect transportation and the local schools.
He said with the new houses, over 300 students could be added to Fox Keyser elementary school and they would need to build another school.
He said Traffic would go from 3,000 cars in the area to an extra 8,000 cars.
He also said they are close to an agreement but they want the developer to commit to how many houses he wants to build, and a cash commitment for future costs the homes would bring.
