Despite a busy assembly session in 2008, lawmakers left Richmond with one big, burning question- what to do about transportation.
A large chunk of revenue was lost when the General Assembly repealed the abusive driver fees earlier this year.
Then, the Virginia Supreme Court declared part of last year's transportation bill unconstitutional.
Governor Kaine unveiled a new plan Monday afternoon which would raise around $1 billion in new taxes.
Kaine faces some heavy opposition, however, from Republican lawmakers.
"This, I would argue, is very regressive," noted State Senator Jill Holtzman Vogel, R-27th. "It has a disproportionate negative impact on people who are middle and low-income wage earners. From
my perspective, and from what I hear from people who live where I live, this is the absolute worst time to come back and raise taxes."
The Warrenton attorney would like to see the creation of elected regional authorities in trouble spots like Northern Virginia and Hampton Roads.
The state's supreme court declared such authorities unconstitutional if members are appointed.
