Richmond Police say they have arrested a 17-year-old in connection with Thursday's early morning death of a VCU student in the 600 block of South Sheppard Street.

A press release from the Richmond Police Department reports Howard Reed Scott III is charged with murder, two counts of robbery, and two counts of using a firearm in the commission of a felony.

These charges are in connection with the murder of 19-year-old Tyler J. Binsted of Mount Jackson.

Police are looking for a second suspect as well. That suspect is described as a black male between the ages of 13 and 15. He is 5’ 3” to 5’ 5” tall. He was wearing all dark clothing.

Police say the suspect possibly uses a nickname of “Pete” and is known to frequent the Bellmeade Apartment area.

Police are asking anyone who may have witnessed any portion of this incident to call detectives on the Richmond Police TIPS Line at (804) 514-TIPS.

Police say the robbery was a random act and that the only known motive was robbery.

Anyone with information about the incident or the whereabouts of the second suspect is asked to call Crime Stoppers at (804) 780-1000.
